Background

The Risk Management Unit supports the Resident and Humanitarian Coordinator for Somalia through the development and implementation of a risk management regime for the United Nations Country Team (UNCT – Somalia).

The Information Analyst is responsible for assisting the Risk Management Officer in implementing the risk management regime with the UNCT – Somalia agencies, funds and programmes.

Duties and Responsibilities

Reporting directly to the Risk Management Officer, in collaboration with the Resident Coordinators Office, the Information Analyst will have the following responsibilities:
  • Identification, assessment and management of operational or business risk. This includes the ability to interpret complex information, accurately identify issues and trends, make appropriate judgments, and provide relevant recommendations;
  • Quality Relationship Management with key internal and external stakeholders. This includes working with Risk Focal Points to facilitate and track the implementation of risk management strategies and actions;
  • Provide Risk reporting to meet client needs. This includes understanding and implementing the ISO31000 Risk Management standard and using media most appropriate to the situation and the client’s needs within appropriate timeframes;
  • Monitor the effectiveness of risk management practices, and report findings and recommendations related to residual risks to the Risk Management Officer and UNCT – Somalia Risk Committee;
  • Champion risk management and facilitate the use of risk management processes, methodologies and tools. This also includes supporting the development, and delivery, of risk management training modules for the UNCT – Somalia;
  • Entity management and analysis, including creation of profiles and database development to further support and enhance the Contractor Information Management System.
Required Selection Criteria

Competencies

  • A broad knowledge of a wide range of legislation applicable to the United Nations including UNSCR 1844, UNSCR 1267 and UNSCR 1373;
  • Excellent communication skills and a demonstrated approach to practical problem solving;

  • Self motivated with an ability to accept responsibility and accountability for decisions and actions.
  • Ability to work long hours in fast-paced, often stressful environment;
  • Ability to work in demanding cultural context with transitional government partners, under challenging physical conditions and poor national infrastructure;
  • Knowledge – a demonstrated ability to understand and apply the ISO31000 Enterprise Risk Management Standard;
  • An understanding or knowledge of the UNCT – Somalia operations;
  • Knowledge of Project Management, Monitoring and Evaluation, Strategic Planning, Business Planning, and Financial Analysis/Reporting;
  • Ability to professionally and competently deliver training, seminars and impart knowledge on Risk Management;
  • A proven track record of building and sustaining a range of strong relationships and providing a high quality service;
  • Highly motivated with a positive attitude and problem-solving approach;
  • Knowledge of UN core values, rules and regulations.
Education/Experience, Language
  • Master’s degree in international relations, politics, law, defense, security or related field. (Additional 2 years of relevant work experience, preferably in combination with a relevant bachelor’s degree or diploma/certificate, may substitute for the requirement for a master’s degree). Candidate holding a diploma or a certificate in one of the above mentioned will need to have a minimum of 10 years of relevant experience to qualify.
  • Minimum of 5 years related experience.
  • Professional experience in an international organization and/or in post-conflict environments/developing countries is desirable.
  • Knowledge of the principles of Law Enforcement Intelligence Analysis, project management, business planning and reporting, and the ability to apply analytical and strategic thinking;
  • Experience in problem solving and decision making in a fast paced environment adopting a flexible and proactive approach and the ability to pre-empt and achieve solution based outcomes;
  • Risk Management – the ability to identify and manage risks at an operational level and identify and communicate in a timely manner, any risk management issues;
  • Stakeholder Collaboration – a proven track record of building and sustaining a range of strong relationships and providing high quality service delivery;
  • Teamwork – an ability to foster a spirit of cooperation and collaboration across the Risk Management Unit, Resident Coordinators Office and the UNCT – Somalia; and
  • The candidate must be thoroughly proficient in written and spoken English.
