Request for Expression of Interest Organisational Structure Review and Job Evaluation Exercise
 
1.0 Background
 
The Retirement Benefits Authority (RBA), established pursuant to the provisions of the Retirement Benefits Act (cap 197) Laws of Kenya, is a customer focused organization that prides itself in its service delivery. 

RBA wishes to invite interested, reputable and competent consultancy firms to express interest in providing the Authority with consultancy service for the Organizational Structure review & a Job Evaluation Exercise.
 
This EOI is intended to assist RBA identify competent firms which shall be invited to present detailed Request for Proposals.
 
2.0 Scope
 
The Job Evaluation exercise will cover all positions in the Authority and the result of which will determine the comparable relative worth of the jobs to facilitate development and implementation of equitable and harmonized remuneration and benefits structure.
 
3.0 The objective of this evaluation assignment
 
The principal objectives of the whole exercise is to evaluate all the jobs in the Authority and determine their relative worth; and produce rationalized, harmonized, defensible and equitable job – grading structures. 

The results of the Job Evaluation and subsequent grading will be used as a basis for grading the structures, developing compensation structures, setting and reviewing of remuneration and benefits for the Authority’s staff.
 
4.0 Basis of Evaluation
 
Bidders for the EOI shall be evaluated on the basis of the following:
 
Mandatory documents:
 
i. All the statutory requirements; Copy of certificate of registration or Certificate of Incorporation, valid certificate of Tax Compliance, VAT, PIN Certificate.
 
ii. Audited Financial Statements for the last (3) three years. Failure to submit any of the above documents will result in a disqualification.

Any bidder specifically exempted from any of the items listed above may provide proof of the same.
 
The EOI must consist of a cover letter and statement for qualifications which should include the following information:
 
i. Detailed Company Profile
 
ii. The experience of the Consultant which must not be less than ten years (10) in consultancy services for Organization Structure and Job Evaluation Exercise (evidence must be attached).
 
iii. Provide a statement of capabilities and reference letters of at least five (5) reputable institutions where similar work has been done (attach evidence), public financial institutions will be an added advantage.
 
iv. Details of technical qualification of key staff to be involved in the provision of consultancy services for the Organizational Structure & Job Evaluation Exercise. Additional advantage if the key staffs are members in good standing with relevant professional bodies. Include current CV’s.
 
5.0 Duration
 
The exercise is expected to take TWO months.
 
6.0 Short Listing
 
The relevant evaluation committee will evaluate and prepare a shortlist of firms to whom Request for Proposals shall be sent in compliance with the Public Procurement and Disposal Act. 

The Authority will communicate to ALL bidders after the evaluation exercise.

International Rescue Committee (IRC) Evaluation of SV Funded Emergency Drought Response Programmes Expression of Interest


Background
 
The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. 

Started in 1933, the IRC now operates in more than 40 countries worldwide and addresses both the immediate, life saving needs of conflict-affected people in an emergency and the reconstruction needs in post conflict societies. 

In Kenya, the IRC serves refugees in the Kakuma and Dadaab (Hagadera) camps and vulnerable populations in the Turkana region and in Nairobi. 

The IRC implements programs in the areas of comprehensive primary health care, nutrition, sanitation and hygiene and HIV/ AIDS.
 
IRC seeks a qualified consultant for the evaluation of SV Funded Emergency Drought Response Programmes implemented by the International Rescue Committee & International Medical Corps in Kenya.
 
Duration: 16 days
 
Purpose of Evaluation
 
The purpose of the evaluation is to assess the suitability of the operation and assess the degree to which the objectives pursued have been achieved and whether the means employed have been effective
 
Through this evaluation IRC, IMC and SV want to get external feedback on the relevance, timeliness and effectiveness of the emergency response for the influx of refugees in Dadaab refugee camp as a result of the drought in the Horn of Africa. 

The evaluator should pay special attention to beneficiary satisfaction during the process of the evaluation as well as in the conclusions and recommendations. 

The conclusions and recommendations will be used for further learning and improving emergency responses.

Consultancy Services for Development of a Power Generation and Transmission Master Plan
1. Expression of Interest
 
The Government of Kenya (GoK) has received a loan from Agence Francaise de Development (AFD) and intends to apply part of the proceeds for consultancy services to develop a Power Master Plan, for generation and transmission in Kenya.
 
2. Background
 
Kenya’s installed electricity generation capacity is 1500 MW with a maximum demand of 1300 MW. This is generated from Hydro (47%), Geothermal (20%), Thermal (31%), Co-generation (1%) and others (1%). The annual growth in demand has reached 7% in the past and this will be progressively increased to 15% as Vision 2030 projects are implemented. 

Demand is expected to reach 15,000 MW by 2030. Due to insufficient investment in power generation and transmission in the past, frequent drought and prolonged generation plant outages, the country has had to depend on expensive rented power capacity running on imported diesel for a number of years. 

Currently 120 MW of rental capacity is installed in addition to the 477 MW thermal capacity running on HFO. It is GoK’s objective to make Kenya self reliant on domestic energies in the future.

The existing transmission network consists of 220 and 132 kV lines, with a new 400 kV link under construction as well as other transmission lines with a total length of over 2000 km. A 220 kV link between Kenya and Uganda is also under construction. A 2000 MW 500 kV DC link with Ethiopia will be established by 2017 as well as a 400 kV AC link with Tanzania by 2015.
 
The power sector is unbundled into several companies, although the operational structure remains that of the single buyer and seller model, with all generators selling power in bulk to KPLC for dispatch and onward transmission and distribution to consumers.
 
3. Definition and objectives of the consultancy services
 
The Ministry of Energy is involved in the continuous improvement of the planning of the power sector, and specifically that of generation and transmission, and has received support from AFD towards this end.
 
The proposed consultancy services, referred to as Extended Technical Assistance (ETA), will build on the ongoing Technical Assistance (TA) that will come to an end in December 2012.
 
The main goal of the services will be to upgrade the plans that are currently prepared in Kenya, in order to:
  • Propose a strategy of development consistent with GoK objectives
  • Bring the plans to the level of a Generation and Transmission Master Plan, according to international best practices in the field of planning.
This Master Plan shall consist of the following:
  • A Medium Term Plan covering the short and medium term (5 years)
  • A long-term plan, or Least Cost Power Development Plan (20 years), scaling up the contribution of renewable energy and energy efficiency in the energy mix.

Detailed Terms of Reference will be provided for in the bidding process.

4. Call for Expression of Interest
 
The Ministry of Energy now invites eligible consultants to indicate their interest in providing consultancy services for development of a power master plan.
 
The expression of interest will lead to a short-listing of eligible power sector consulting firms who will be invited to submit proposals. 

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, Track record, relevant experience, skills among staff etc).
 
The minimum qualifications for a firm to be short-listed are:-
  • A strong International Track Record in power systems (power generation and transmission Planning) development including assessment of energy resources, feasibility studies, engineering and projects implementation. The consulting firm must have conducted several National Power planning projects in developing countries.
  • Availability of a full time team leader for 24 months in Kenya, with international experience and at least 15 years experience in the Power Sector in the field of Power Generation and transmission planning, Renewable Energy systems/technologies and Energy efficiency/DSM. The Team Leader must demonstrate ability to use the Planning Software currently implemented in Kenya (WASP, MAED, VALORAGUA, PSEE, and other related software)
  • Availability of a team of Local Experts with experience in the Power sector to undertake surveys or other specific tasks where extensive or specific data collection is required,
  • Availability of a multi-disciplinary team of experts to various assignments under the three broad categories outlined above i.e. Power planning, Renewable Energy and Energy Efficiency.
  • All the professional staff must be fluent in both written and spoken English.
Consultants may associate to enhance their qualifications.

Request for Proposal to Conduct Engineering Surveys and Designs of Community Water Projects-(Actionaid )- in the three Regions in Somaliland

ActionAid International Somaliland (AAIS) is a non-governmental organization that facilitates processes to eradicate poverty and ensure social justice through anti-poverty projects, local institutional capability building and public policy influencing.

Over the 18 years that ActionAid has been working in Somaliland, one of the major concerns has been reduction of workload for women. In order to address this concern and bring water closer to households especially women, AAIS intends to construct three water projects in Sanaag, Togdheer and Hawd regions.

Presentation of Solidarités Program in Bardera/Elwak Districts

Solidarités International is an international non-governmental organization which provides humanitarian assistance to population affected by natural disaster or man-made crisis.

For over 30 years, Solidarités has concentrated its action on meeting three vital needs: Water, Food and Shelter. In the Horn of Africa, Solidarités is currently implementing Food Security, Water and Sanitation projects in Somalia and Kenya.

Solidarités began its intervention in Bardera District of Somalia in 2007, with a seeds and tools distribution program for households living along the Juba River.

Since this first program, the intervention of Solidarités in Bardera District has been progressively increased and diversified.

From the initial farming support activities, Solidarités has expanded its program to include rehabilitation of water structures and other social infrastructure, improvement of sanitation and hygiene practices, and a significant emergency response capacity.

The target beneficiaries of the program include protracted IDPs and households living in the rain-fed area in addition to the riverine communities.

Presentation of the Context

Communities in Gedo Region are suffering from ongoing drought caused by the failure of both 2010 Deyr and 2011 Gu rain seasons. The drought has caused widespread crop failure, depleted local livelihoods, limited crop production and food availability especially in Bardera and Elwak districts.

The region is also being affected by insecurity as a result of ongoing conflict between the Al-Shabaab and TFG allied forces who are jostling for regional control. The project geographic areas covered by ECHO funded action ECHO/SOM/BUD/2010/01013 have been in control of Al Shabaab forces since 2009. The current security context is dynamic and potential evaluator(s) should be capable of accessing the area and managing the security risks.

Gedo Region has traditionally been a “bread basket” area, providing food to other regions of South Somalia, however the 2011 drought has led to collapse of the local farming production, increasing food insecurity and leading to high rates of malnutrition especially for children under 5 years of age.

The drought has also depleted water and pasture sources in the villages far from the Juba river, causing displacement of pastoral populations towards the riverine areas. There is also an ongoing influx of IDPs into Bardera Town from nearby pastoral zones (drop-our pastoralists) and other regions of South Somalia.

Large numbers of IDPs, host community households require immediate support in food aid, water, medical services and basic shelter (IDP) to save lives as well as to address the causal factors of malnutrition.

Presentation of the project to be evaluated

Background

This project (Grant reference No: ECHO/SOM/BUD/2010/01013) is a continuation ECHO funded interventions in Bardera district since 2007.

The project aims to provide assistance to drought and conflict affected communities in the district by improving access to safe drinking water and promoting sound sanitation and hygiene practices.

The project also aims to enhance food security through providing support to agricultural production and alternative livelihood options.

Objective

To improve sanitation, access to water and food security for vulnerable populations in Gedo region of Southern Somalia

Results

Result 1: Improved access to safe water, sanitation conditions and hygiene practices for vulnerable IDP and host population in Southern Somalia

Result 2: Improved food security for IDPs and vulnerable host population in Southern Somalia

Activities under Result 1.

1.1 Construct 5 infiltration wells along the river for common IDP and riverine population use

1.2 Flood mitigation response: embankment raising and opening up of water ways in flood prone villages through cash for work

1.3 Distribute 2,000 ceramic filters

1.4 Distribute 1,200 NFI kits to IDPs and other vulnerable populations

1.5 Construct 200 latrines in IDP camps with hand washing points (latrine to be shared by 5 households)

1.6 Rehabilitation of 6 shallow wells for pastoralists community in Bardera, Fafadun and Ceel Wak

1.7 Provide water trucking for at least 2 months to six pastoral villages during acute water shortages periods in the dry season

1.8 Rehabilitation and expansion of 10 rain water catchments (minimum 1,200 cubic meters each) and construction of 10 rain water catchment infiltration wells in rain fed areas

1.9 Maintain adequate stock of chlorine tablets and water maker sachets Pur for distribution in emergencies and during disease outbreak

1.10 Hygiene promotion with messages of basic sound hygiene practices using IEC materials and radio messages

Activities under result 2

2.1 Provide support to 500 households of IDPs and vulnerable host communities in riverine areas to have increased access to farmland and by providing agricultural inputs (seeds, land clearing, hand tools, oxen and ox-ploughs, water pumps) and agriculture extension services

2.2 Provide 200 bee-keeping kits and capacity building training sessions

Purposes of the evaluation

The purpose of this evaluation is to meet donor requirement as well to draw lessons from the experiences and challenges the programme team has built in the course of the project.

This evaluation will cover all the dynamics of the project including evaluating each and every activity as per the proposal. Recommendations from the evaluation will help in defining and improving the future Solidarités interventions in the area and the general development of the programme.

Scope and focus of the evaluation

The evaluation will focus on the operation’s approach, the implementation process and the performance of the programme.

The project should be evaluated through the following criteria:

Relevance (including adaptation to changing needs):

  • Did expected results address the needs identified before the intervention?
  • Has the project targeted the beneficiaries and communities according to the proposed criteria?
  • Was the project appropriately adjusted to the context of the drought/food security crisis which emerged in mid-2011?
  • What specific measures were taken to adapt the project to respond to the changing needs?
Efficiency:
  • Is the relation between input of resources and results achieved appropriate and justifiable?
  • How well were the project resources utilized in the course of project implementation?
  • Are the monitoring tools adapted to the context and do they allow information to be delivered on time?
Effectiveness:
  • To what extent has the project reached its stated specific objective and results
  • To what extent have the project staff used mitigating measures to overcome any changes in context and needs?
Timeliness:
  • Were the project activities implemented in a timely matter?
  • Did the project team make any necessary adjustments in a timely manner
Coordination and coherence:
  • How well was coordination and coherence achieved?
  • Is the program coherent with local authorities’ policies? If no, is this a bad or a good thing?
Coverage:
  • Who was supported by the humanitarian intervention?
  • Does the action cover the initially targeted population?
  • Which groups were taken into account and which not?
Impact:
  • To what extent have the planned goal been achieved, and how far that was directly due to the project?
  • What negative or positive influence of the project is already foreseen?
  • Has any unplanned activity affected the overall impact of the project and how?
Non-discrimination:
  • Have all of those in need of support received it according to humanitarian principles?
  • How well did the project target and reach women, men, children and minorities?
Sustainability:
  • Are results of activities sustainable and to what extend? In particular, how successful were the training activities?
Recommendations for improving each of the evaluation criteria should be presented in the evaluation report. A suggested action plan corresponding to each recommendation should also be included in the evaluation report. Recommendations for the strategic orientation of the next project should also be made.

The evaluation should also assess the appreciation of the program by the beneficiaries as well as their participation at various levels of the project management cycle.

Finally, the evaluation should assess if/how the implementation of the program is respectful of the ethics of humanitarian practice vis-à-vis the SPHERE standards and the Code of conduct for the Red Cross Movement and for NGO during emergency intervention.

Evaluation process and methods
  • The evaluator(s) will travel to rural and urban communities of Bardera and El Wak Districts for a period of not less than 14 days.
  • The evaluation methods should be clearly outlined in the report and their appropriateness, relative to the evaluation's primary purpose, focus and users, should be explained pointing out the strengths and weaknesses of the methods. A description of the overall flow of the evaluation process (i.e. sequence of the key stages) should be given in the evaluation report. The evaluation approach and the methods used to collect and analyze data should also be described. The nature (e.g., external or mixed) and make up of the team (e.g. sectoral expertise, local knowledge, gender balance) and its appropriateness for the evaluation should be outlined.
  • The evaluation report should outline the sources of biases that might affect the evaluation and how these have been addressed.
  • The evaluation report should also present the key constraints to carrying out the evaluation (e.g., lack of baseline data, lack of access to key information sources, use of translators), and the effect of these constraints.
  • Whenever secondary sources will be referred to, the evaluator should indicate the level of reliability of the given information.
  • After the field work, the evaluation team will present and discuss with the project team the preliminary findings and the proposed recommendations.
  • A first draft of the evaluation report should be shared with the coordination team of Solidarités before a final version is sent to the donor.
Procedures and logistics
  • The evaluation team must comply with Solidarités’ rules and procedures related to security and relations with the media.
  • The evaluation team must respect the ethic and the deontology related to evaluation practice
  • Logistics, movement and security would be provided and organised by Solidarités team
Deliverables

The evaluation report should include at least:
  • One narrative report (max 40 pages) including an executive summary (2 pages maximum).
  • A separate table summarizing the main findings and the lessons learned.
  • A separate table showing the different recommendations and tips for their implementation (who will be in charge of implementing this recommendations, when? dead line? necessary means? who will be in charge of checking that the recommendations are being implemented and when? etc.).

1.0 Background

HelpAge International is a global network striving for the rights of disadvantaged older people to economic and physical security; healthcare and social services; and support in their care-giving role across the generations. In Africa, HelpAge has a network of more than 20 partner organizations. Our vision is of a world in which all older people fulfil their potential to lead dignified, active, healthy and secure lives.

HelpAge International is looking for an external evaluator to submit an expression of interest, interpreting the Terms of Reference with a proposal outlining methodology, timeframe, composition of team and fee for undertaking the End of Project Evaluation for a three year European Union funded project entitled: Improving Delivery of Local Government Services to Vulnerable Older People in Rwenzori Region, Uganda.

This project is being implemented in Rwenzori region, in the districts of Kasese and Bundibugyo by HelpAge’s affiliate Uganda Reach the Aged Association (URAA) in partnership with two community based organisations: Kasese Community Aged Foundation (CAFO) in Kasese district; and Bundibugyo Foundation for the Aged Sustainable Income Generating Association (BUSFASIGA) in Bundibugyo district.

The overall objective of the project is to contribute to poverty reduction and sustainable development in the two districts of Kasese and Bundibugyo of the Rwenzori region of Uganda through efficient and effective service provision to the population including marginalised older people. The specific objective is to empower community members, including vulnerable and marginalised older people, to influence the provision of services through their participation in the planning, implementation and monitoring of development activities.

The aim of this action is to strengthen community and civil society capacity to influence service delivery by the local authorities through their participation in the planning, implementation and monitoring of development initiatives. It seeks to support the creation of mechanisms that result in efficiency and accountability through a participatory community and civil society monitoring role of public resources.

In order to achieve this, the project will enhance the understanding of community members on their roles and responsibilities in governance structures as well as their knowledge of the various services available to them and the mechanisms for their delivery.

Further, community involvement in planning and decision-making will lead to a more demand driven service delivery that is more responsive to their needs.

Expected results of the project included:
  • Improved access to efficient and effective services responsive to the needs of older persons in the two districts.
  • Older persons in the two districts increasingly included in local development processes.
  • Effective dialogue between civil society and local authorities to promote equitable access to services by vulnerable groups.
2.0 The purpose and justification of the evaluation

The purpose of the evaluation is to assess the effects of the project on the target population and the project’s contribution to policies, strategies, programmes and structure in improving accountability and access to services by older people and other vulnerable groups.

Additionally the evaluation will analyse the project’s contribution towards the set objectives in relation to the changing political, economic, and social scenarios.

The evaluation report will present achievements/impacts of the programme, identify key lessons learned, best practices, and recommendations that will provide both HelpAge and its partners with valuable information.

The main objectives of the evaluation are to: 
  • Assess the extent to which the expected results of the project have been met and how the results have contributed to the reduction of poverty and sustainable development in the project areas including:
  1. Assessment of the relevance of the project activities to the needs and priorities of the targeted beneficiaries as well as its contribution to the EC Uganda Country Strategy, HelpAge International global Actions, the country’s National Poverty Reduction Strategy and provincial and district development plans.
  2. Reviewing the effectiveness of community and civil society capacity strengthening to influence service delivery by the local authorities through their participation in the planning, implementation and monitoring of development initiatives.
  3. Assessing the extent to which the project activities resulted in any unintended/unplanned results and impacts guided by indicators outlined in the project log frame providing tangible qualitative and quantitative evidence to support statements of impact made in the analysis
  • Assess the effectiveness of HelpAge’s organisational set-up/management systems in the delivery of the project including the extent to which they contribute to, or inhibit the delivery of, the project results including:-
  1. Reviewing the accuracy of qualitative and quantitative data being generated by the project’s M&E system - including its ability to capture numbers as well as enhancing learning within the project.
  2. Identifying mechanisms put in place to ensure the sustainability of the project including involvement of target communities
  3. Review effectiveness of project management and financial management, contract management, inter-agency relationships, coalition partners, value for money etc.
  4. Partner management and institutional strengthening outcomes and achievement of HelpAge and partner in increasing accountability, transparency and sustainability of implementing partners.
  • Establish how gender issues and the effects of the project on men and women have been captured.
  • Identify good examples, practices or models in the project that can be documented and showcased for learning, scale up and
  • Establish how the information and evidence generated within the project has been used by partners to improve programming and change the Organisation’s way of implementing programmes (knowledge management and sharing).
  • Assess the effectiveness of advocacy work at the district and national level in attaining the set results including reviewing the extent to which the project has influenced other key actors in enhancing participation and involvement of vulnerable groups, their representation in various structures and resource allocation.
3.0 The Scope of the End of Project Evaluation 

The End of Project Evaluation will be carried out extensively and will examine as applicable the relevance, effectiveness, efficiency, impact, sustainability and coherence within the project all cross cutting issues and standards.

The task is expected to begin by mid November 2011 and run through to mid January 2012, inclusive of report writing.

4.0. Expression of Interest and Expected Results

The potential consultants are expected to deliver as follows:
  1. Interpreting the TOR
  2. Explaining in detail the methodology to be used in carrying out the assignment
  3. Providing a detailed professional budget in Euros (indicating daily professional rates)
  4. Explaining their competences to meet the requirements of the assignment
  5. Attaching brief technical biographical data of the core team-members
  6. Providing the duration of the assignment and when ready to undertake the assignment.
  7. Providing evidence of similar work undertaken in the recent past (not more than 3 years)
5. Exclusion criteria

5.1 Tax Liability:

Settlement of any tax liability arising from this agreement will remain the responsibility of the consultant.

5. 2 Ineligibility Criteria

All potential contractors that fall into any of the following categories will be excluded from participating in HelpAge procurement procedures:
  • If your company/ firm is bankrupt, being wound up, are having your affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
  • If you have been convicted of an offence concerning your professional conduct by a court judgment;
  • If you have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;
  • If you have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the Government of Uganda and Kenya.
  • If you have been the subject of a court judgment for fraud, corruption, involvement in a criminal organization or any other illegal activity;
  • If you have been declared to be in serious breach of contract for failure to comply with previous contractual obligations;
All interested consultants must confirm in writing that they do not fall into any of the above categories.

5.3 Exclusion Criteria

In addition to the ineligibility criteria applied by HelpAge, the following exclusion criterion below applies:
  • If the consultant/firm is guilty of misrepresentation in supplying the information required by HelpAge as a condition of participation in the call for EOI, or fail to supply all of the information requested.
4.4 Award Criteria 

The following criteria will be considered when selecting the potential consultants:
  • Reflection of technical skills, delivery times, etc.
  • Compliance with international norms
  • Price including any non-direct costs such as transport
  • Qualifications and experience of personnel

Expression of Interest for Consultancy Services for Production of a Documentary on Public Procurement Oversight Authority

Background

The Public Procurement and Disposal Act, 2005 is now fully operational and the relevant structures and systems as stipulated under the Act are already in place.

One of the structures is the Public Procurement Oversight Authority (PPOA). The mission of PPOA is to enhance national socio-economic development by facilitating and ensuring the implementation of an effective and efficient public procurement and disposal system. The Public Procurement Oversight Authority intends to hire consultants to assist in production of a documentary on the authority.

Objectives

The main objectives of the film documentary will be:
  • Awareness raising on the overall mandate and services of the PPOA
  • Highlight the specific activities of the PPOA and the distinct contribution to the development of public procurement in the larger economic development of the country
  • Highlight the challenges still facing public procurement
  • Highlight the role of the public in achieving the objectives of the Public Procurement Oversight Authority
  • Highlight the vision of PPOA and what PPOA is doing towards the attainment of this vision
The Scope of the Assignment

The scope of works include:-
  • Develop a detailed project plan in collaboration with the Project team
  • Develop Script on the Film Documentary
  • Acquire images for the production of the film
  • Shoot the film
  • Edit Film
  • Finalize Film
  • Produce Master Copy of Film Documentary
  • Produce Duplicate of the Documentary
  • Launch Documentary
PPOA now invites interested eligible consulting firms to express their interest in this assignment.

Interested eligible consulting firms should meet the following minimum requirements: -

1. Submit a relevant company profile of not more than 10 pages, evidence of registration/incorporation, and a valid tax compliance certificate.

2. Interested eligible consulting firms should demonstrate the following which they will be evaluated on: -

(a) Provide information indicating that they are qualified to perform the services including but not limited to:-
  • Description of similar assignments recently undertaken with appropriate references. The Consultants should include names and references of clients including contact persons that can be checked by PPOA.
  • Availability of appropriate skills among staff. Copies of abridged Curriculum Vitae of the personnel with details of academic and professional qualifications, and relevant experiences.
(b) Demonstrate awareness of the general developments related to the national procurement system including PPOA and its oversight role in public procurement

(c) Proof that they are a financially sound entity, by providing audited financial statements for the past two years.

PPOA will prepare a shortlist to be preselected on the basis of the expressions of interests received to which the client will send Request for Proposal (RFP) document with the relevant terms of reference.

Background

South Nyanza Sugar Company Limited is a leading Government owned miller of sugar in Kenya situated 160 Kms South of Kisumu City.

The company is in the process of computerizing its systems and therefore wishes to invite expression of interest from interested and competent /specialized firms in IT for the supply of a suitable Enterprise Resource Planning Software (ERP) and Agriculture Management System (AMS) that would automate the functions of the whole organization.

Objective of the assignment

The objective of the project will be to implement an Enterprise Resource Planning Software (ERP) and Agriculture Management System (AMS) that provides key functionalities.

Scope of Services

The scope of services will cover but not limited to implementation in the following areas:

1. Enterprise Resource Planning
  • Financials; Procurement & Material Management;
  • Sales Distribution; Production; Payroll & HR ; system Administration
  • Workflows for all relevant areas like procure to pay, leave management, etc
2. Specific Agricultural Management functionality
  • Agricultural production planning; Nucleus Estate, harvesting; cane transport, cane payment process, Agronomy, cane production input distribution, farm worker/contract workers management, weighbridge operations and other operations
3. Other requirements
  • Flexibility to interface with existing systems.
  • Support for a web interface for ease of deployment
Criteria

Interested bidders are requested to submit applications enclosing copies of the following documents.

1) Certificate of incorporation

2) Tax compliance certificate

3) Pin & VAT certificates

4) Company profile briefly and clearly detailing/citing other similar successful installations by the firm complete with copy of contracts of the said beneficiaries.

5) The Kenyan based company must have been providing IT Solutions for at least 5 years and must provide audited accounts for at least 3 years.

6) Incase of partnership a letter of partnership is mandatory.

7) Demonstrate the ability, capacity and experience to undertake the assignment

a) Local Kenyan company must have an annual turnover of over 100 million.

b) Give reference letters of at least three (3) corporate clients where you have implemented ERP with at least over 100 system users and detailing modules implemented. At least one of the clients in Kenya.

c) Proof of ERP implementation for a large Agricultural processing firm.

d) Provide signed curriculum Vitae’s of key personnel with relevant software and hardware compliance proposed for assignment. At least 3 must have relevant software experience and must have participated in some of the references indicated. In addition must have local certified staff for after sales support.

e) Capability of the system to integrate with scada system and other sub-systems. It should also seamlessly integrate with office tools.

f) An authorization letter from the global ERP vendor.

g) Documented product development plan for the next 5 – 10 years.

8) Litigation/arbitration history for the last 5 years i.e. indicate a summary of complaints/suits filed touching on your organization relating to assignments carried out by yourselves.

9) Solution must be able to run on any operating system and widely known relational Database management system.

10) Software must have after sales support partners in the East African region.

A shortlist of between six (6) to eight (8) firms will be compiled in accordance with Public Procurement and Disposals Act 2005 and issued with a Request For Proposal (RFP) document with a clear terms of reference.
