Project Officer (Social Services)-(Kenya Red Cross Society)- Job in Turkana Kenya

Position Title: Project Officer – Social Services 
Reporting to: Branch Cordinator
Job Location: Turkana
Overall purpose
Responsible to the Branch Coordinator for providing community based social services to identified groups, individuals and families with a focus on People With Disabilities (PWDs) within Turkana County. 

The overall objective is to provide technical support to the branch to ensure that PWDs have access to KRCS emergency and post emergency interventions in Turkana under the current tripartite agreement between Kenya Red Cross, APDK and CBM.
In many instances, the Project officer will have to take his/her own decisions independently without consultations when faced with extra ordinary situations.

The case load may include dealing vulnerable children, adults and youth with disabilities with complex needs.
Duties and Responsibilities
  • Provide technical support within Turkana County (Branch) to mainstream PWDs in emergency focusing on establishment of systems and capacity building of volunteers and staff in disability friendly packs.
  • Integrate PWDs activities into other programs and undertake joint planning and implementation.
  • Contribute in the design, development, implementation and evaluation of capacity building programs aimed equipping staff, volunteers and communities with skills to mainstream and implement disability friendly projects and activities.
  • Work within KRCS sites to integrate PWDs in the on-going school feeding and other related programs.
  • Provide services to the aged and handicapped in order to facilitate the access to services.
  • Adopt and update M & E tools to capture incidents of abuse, facilitate medical or psychological examinations and referrals where necessary.
  • Provide mental health services and ensure adherence with code of ethics and other global guidelines focusing on psychological first aid for survivors to enhance resilience.
  • Co-ordinate printing and dissemination of IEC materials and policy documents for sensitization, and awareness on the project.
  • Representation at meetings, workshops and other forums to promote and lobby issues related to PWDs.
Minimum Qualifications
  • Bachelor of Arts Degree in Social Work from a recognized institution.
  • At least three years experience in a similar position preferably an NGO. Training in occupational safety and sign language would be an added advantage.
  • Knowledge of social work theories, practices and procedures.
  • Knowledge and understanding of all pertinent legislations and policies including the Constitution, the KDHS, the Child and family services Act, psychosocial functioning theories and practices and child protection theories, the Survey Report on Persons with Disabilities, the Sphere Project and the Health Cluster Handbook.
Key Competencies
  • An understanding of disaster and crisis management and the ability to deal with life threatening situations including first aid.
  • Be flexible, adaptable and able to work effectively in a variety of settings in a cross cultural situation and have knowledge of the range of services and resources available in the community.
  • S/he must have well developed organizational, verbal and written communication and computer skills.
  • Proficiency in word processing, database, spreadsheet applications and computerised procurement and stores software packages.

Programme Coordinator-(Malteser International)- Job in Illeret, Northern Kenya


Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. 

Its mission is to provide emergency relief as well as to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. 

Malteser was founded in 1956 and is currently implementing more than 100 projects in about 20 countries worldwide. In Kenya, Malteser International is present since 2001. 

So far, programs were concentrated on TB and HIV in the slums of Nairobi, while also providing humanitarian assistance in emergencies such as droughts and floods in Northern Kenya.
 
During the drought in 2011, Malteser International provided more than 70,000 people in Northern Kenya for several months with food and drugs. 

After the emergency phase, in order to support sustainable solutions, drought resilience and disaster preparedness, Malteser International has shifted its focus in Northern Kenya to recovery and development projects.

Its strategy is to address the needs of the population in Illeret, one of the most remote and under-developed areas in the northern district of Marsabit County/ Northern Kenya. 

The first activities to be implemented aim at increasing the access to safe drinking water through rainwater harvesting techniques at household and community level accompanied by health/hygiene education activities.

The rainwater harvesting programme should be followed by multi-sectoral activities in the areas of livelihood/ income generation, small infrastructure facilities, education and possible other sectors according to needs. 

All planned community based activities will ensure participatory approaches involving communities and relevant stakeholders in the design, planning and implementation of the projects.
 
To establish our new programme in Illeret/Northern Kenya, Malteser International is looking for a  Programme Coordinator.
 
As a Programme Coordinator you will be responsible for setting up, implementing and developing Malteser International interventions in Illeret with administrative and logistic support by the  Country Office in Nairobi. 

In this position you will be supported by short term (technical) experts according to requirements and supervised by the Regional Coordinator for Africa.

Responsibilities:
  • Support set up of local infrastructure (office/ accommodation)
  • Develop timeline and budget to start the rainwater harvesting programme according to draft proposal and implement the activities accordingly
  • Develop and initiate multi sector activities (livelihood/ income generation, small infrastructure facilities, education) and conduct regular needs assessments
  • Support mobilization of communities for involvement in programme activities
  • Overall coordination and supervision of all programme activities in the project area
  • Overall responsibility for resource management (personnel, budget, material)
  • Ensure the implementation of Malteser standards in administration, finances and logistics
  • Ensure regular and timely project documentation and reporting according to Malteser and donor standards
  • Represent the Malteser programme and coordinate with all relevant stakeholders on local, district and county level
  • Establish safety standards for all staff according to local context 
Qualifications/Requirements:
  • Strong programme development, management, organizational skills
  • Advanced project design and project cycle management skills
  • Basic technical skills
  • Proven skills in community development
  • At least five years working experience in development countries out of which at least two years in Africa
  • Working experience with pastoralist communities is an asset
  • Ability to work under pressure, independently and with limited supervision
  • Improvisation and multi-tasking skills
  • Physical and mental strength and experience in and willingness to live and work in a remote project location and under basic conditions
  • Fluency in English, knowledge of German is an asset

Background
 
Merlin is a UK humanitarian agency which responds worldwide with vital healthcare and medical relief for vulnerable people caught up in natural disasters, conflict, and health systems collapse. Merlin has been working in Kenya since 1998 and in Somalia since 2005. 

Currently, Merlin in Kenya is operational in two regions of the country - the Western Highlands and Northern Kenya. In Somalia, Merlin operates in the three semi-autonomous regions of Somalia (Somaliland, Puntland, and South Central). 

Overall Objective of the Position
 
The Monitoring and Evaluation Manager will be responsible for overseeing the planning and implementation of monitoring and evaluation activities for Merlin Kenya and Somalia programmes. 

He/she will on routine basis track project performance against baseline and targets analyzing relationships among performance. 

He/she will be expected to communicate performance results to team members and ensuring targets are met. 

Periodically the M&E manager will be expected to conduct evaluations individually or in conjunction with project consultants.  

The M&E manager will provide technical oversight to field based Monitoring and Evaluation teams and will be directly answerable to country health Directors for both Kenya and Somalia programmes.

Duties and Responsibilities
  • Design and preparation of M&E plans of project proposals and participation in development of strategies and logframes for new projects
  • Develop of M&E frameworks, systems and tools as well as work plans
  • Assessment of Merlin Kenya and Somalia programmes against established goals, targets and indicators as stated in project proposals and logframes
  • Present achievements against targets and baselines during quarterly review meetings
  • Review technical and donor reports to ensure completeness and accuracy
  • Network with partners, MOH, UN agencies and other stakeholders on M&E matters
  • Represent Merlin at external forums as required.
  • Build capacity of and train partners in M&E through formal and informal adult learning methods
  • Documentation of M&E best practices and lessons learned for purposes of accountability and replication
  • Prepare and disseminate periodic reports on projects, incorporating service statistics and survey data as available
  • Prepare briefings, papers, and slide shows for presentation to donors, MOPH and other stakeholders on the project activities and lessons learned in collaboration with project teams
  • Provide support to the collection and analysis of M&E data from field interventions and work with field teams to improve quality of analysis coming from field reports
  • Take lead in ensuring implementation of humanitarian accountability standards
  • Supervise Nairobi-based HIS Officer
  • Provide technical support on M&E and data collection to all field teams and specifically to field-based HIS officers
Qualifications and Experience
  • Degree in public health, biostatistics, epidemiology, or health information systems from a recognized academic institution, with a strong preference for a master’s degree.  Relevant training in M&E will be an added advantage.
  • A minimum of five years of direct experience in managing and executing monitoring and evaluation of donor-funded health and nutrition programmes in developing countries.
  • Experience in qualitative and quantitative M&E methodologies for health and nutrition, HIV/TB, malaria and RH interventions including participatory and quasi-experimental evaluation designs that incorporate rigorous statistical methods
  • Experience coordinating with developing-country governments, ministries, UN agencies, INGO’s and/or local NGOs for design and implementation of evaluations, including addressing capacity weaknesses as needed.
  • Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indicators.
  • Able to effectively use statistical analysis software, including EpiInfo, Stata, and SPSS. 
  • Able to undertake field visits on regular basis.
  • Oral and written fluency in English.
  • Good communication skills and interpersonal relationships.
  • Committed and experienced in working in multi-cultural settings.

Program Manager -Danish Demining Group (DDG) Job in Kenya

Background

Danish Demining Group (DDG) is a part of Danish Refugee Council (DRC). DRC has operated in Kenya since 2005, and DDG is now looking to establish operations in Kenya. DDG has operated in the region since 1999 (Somaliland) and has armed violence reduction programmes in Somaliland, Somalia, Yemen, South Sudan and Uganda.

DDG’s armed violence reduction (AVR) approach encompasses the following elements:
  • Strengthening institutions and enhancing capacity for addressing safety needs
  • Addressing immediate threats to life and limbs by explosive remnants of war
  • Addressing small arms as a tool of violence
  • Building capacity for conflict management and peace
  • Strengthening relationships between security providers and communities
The AVR approach is currently implemented on the national level and on the community level. On the national level DDG seeks to support the authorities with small arms management, and supporting peace building and security sector reform initiatives.

The Community Safety approach is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs.

DDG will assess the needs and existing strategies on both national and community level, and develop activities that complement what is being done already. DDG therefore look for a Kenyan Programme Manager to lead the starting up of DDG’s activities in Kenya.

Responsibilities

The Programme Manager (PM) is responsible for developing a feasibility study in Kenya, focusing on implementing DDGs Community Safety activities in Turkana or another relevant location in Kenya. The PM is to conduct both field trip, desk study and liaise with relevant stakeholders in ensuring that DDG’s intervention is relevant and complementary to existing activities and strategies.

The PM is also expected to take lead in developing proposals, fundraising and thereby to create the funding base for the programme. Implementation is expected to commence ultimo 2012.

The position includes the following responsibilities:

a) Management
  • Management, operational oversight, coordination and implementation of the feasibility study and potential armed violence reduction activities in Kenya.
  • Support and supervision of national staff. This position is the first in DDG Kenya, and will be heavily involved in identifying, recruiting and developing the national team.
b) Programme development
  • Establish a new programme in a volatile environment
  • Be a driving force in terms of developing the DDG programme within the DDG programme objectives.
  • Look to establish projects which complement existing AVR projects in Kenya, and potentially develop cross-border projects.
c) Strategic development
  • In co-ordination with the Regional Director, lead the process of continuously developing DDG’s Armed Violence Reduction approach in a regional context and adapted to the circumstances in the field – both nationally and regionally.
d) Finance and administration
  • Responsible for budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
e) Security
  • Responsible for security including development and ensuring adherence to security procedures, monitoring the development in the security situation, developing contingency plans, etc.
f) Reporting
  • Ensure proper and timely financial and narrative reporting in compliance with internal and external reporting requirements including procurement.
g) Representation/Liaison
  • Act as representative for the DDG programme in Kenya towards government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.
  • Cooperation and operational synchronisation with DRC Kenya.
h) Fundraising
  • Proposal writing, including development of budgets and support to the Regional Director in applying for funding and broadening DDG Kenya’s funding base.
i) Accountability
  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities.
Qualifications
  • Minimum 3 years of International experience from humanitarian/development work including programme development and management responsibilities.
  • Substantial knowledge of the Kenya political system from community to national level.
  • Documented proposal writing and fundraising experience as well as good knowledge of donor requirements.
  • Experience with financial management.
  • Experience with working in insecure environments.
  • Diplomatic, patient and persistent.
  • Fluency in written and spoken English.
  • Good knowledge of Word and Excel.

Logistician Coordinator-(Médecins Du Monde )- Job in Nairobi Kenya

General Description of the Role

The Logistics Coordinator guarantees the technical and logistics support to the field, the pertinence and coherence of logistics programmes and the adequacy of the means provided.

Whilst generally based in the capital, he is above all a field oriented officer, trying to spend at least 50% of his/her (hereafter referred to as “his”) time in the field, training and managing the field Logistic Officers and checking on the application of policies and use of the most appropriate logistic techniques, tools and equipment to cover operations needs.

Key Duties
  • Team management : Manages the logistic team: animation (conflict resolution, individual follow-up). This can be managed in conjunction with other coordination team members (GenCo & AdminCo).
  • Construction / rehabilitation management : Supervise the tender process to be launched for the Dadaab project, in liaison with the HQ’s in France and the team in the Field.
  • Fleet management : Supervise implementation and follow-up of existing fleet management procedures and policies, ensure overall management of the fleet including needs in terms of vehicles
  • Supply chain management : Take overall responsibility and supervision regarding to the implementation and the respect of supply procedures and policies, determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical constraints, and specific HQ policies.
  • Assets and infrastructures management: ensure the management of Equipment Statement process
  • Freights management : Follows with HQ the issues of international purchases and freights (transport documents), launch and follow-up the process of administrative clearance with the authorities
  • Security : Define, implement and supervise the logistic aspects of the security pack, ensure new staff’s security briefing, train the team members on communication equipment uses and procedures
Candidate Profile:
  • Strong experience in an international NGO in the field of logistics and security management
  • Knowledge of tender processes and logistics procedures with MDM
  • Training and/or significant experience in construction, electricity, management of vehicles, computers, communication material, supplies, stocks…
  • Strong experience in security management
  • Fluency in English and French mandatory for the reporting to Donors and HQ’s.

Feed The Children (K) -Project Coordinator,HIV Prevention Officer and Social Support Officer Job vacancies in Kenya

Feed The Children (K) is expanding its HIV/AIDS program coverage to Kajiado central District and requires a person who has wide experience in the HIV/AIDS field to coordinate project activities in the area.

The project emphasizes the delivery of HIV preventive services to the community. In addition, the project will increase care and support to people infected and affected by HIV/AIDS in order to mitigate the effects of the epidemic.

Project Coordinator

The Project Coordinator will be responsible for the implementation of all project activities to ensure the project produces the results identified in the Annual Work Plan.

Key Performance Areas:

1. Liaise and consult regularly with the relevant local authorities, community leaders and beneficiaries, collaborating partners, and other stakeholders where appropriate, in conjunction with the Program Manager, in relation to the planning, designing and implementation of all the community-based project activities in the assigned area.

2. Coordinate t h e mobilization o f People Living with HIV/AIDS and Orphans Vulnerable Children to enable them identify viable activities geared towards self-reliance;

3. Prepare periodic project work plans and budgets as required

4. Make regular visits to all beneficiary sites within the project area to assess and verify existing
beneficiary caseloads, project needs, problems, delivery and utilization of project inputs and support to project beneficiaries, and advises the parties concerned accordingly;

5. Supervise the Project staff, Community volunteers/educators and take appropriate action to ensure efficient and effective services are delivered

6. Participate in developing monitoring and evaluation tools as part of FTC HIV/AIDS program team

7. Maintain an inventory of project assets and ensure the proper use of the same

8. Represent FTC in district Health coordination meetings as necessary

Qualifications
  • University degree in social sciences, public Health or related disciplines
  • Substantial knowledge of development and understanding of the HIV/AIDS issues;
  • At least 5 years of e x p e r i e n c e in the field of HIV/ AIDS project management
  • Previous work with Non-Governmental organizations

HIV Prevention Officer

Feed The children HIV/AIDS program requires a HIV Prevention Officer to work in Mailwa & Maparasha locations of Kajiado Central District.

Duties and responsibilities:-
  1. Develop Innovative HIV prevention interventions for comprehensive HIV/AIDS information and education to the vulnerable, most at risk, youths in and out of school and the general population in the target areas.
  2. Organize community mobilization activities within the communities and train/assess performance of peer educators and home-based care volunteers.
  3. Establish and maintain partnership and good working relations with youth groups, women and men groups to facilitate implementation of planned activities.
  4. Collaborate and network with relevant partners and stakeholders to enhance service delivery to the community.
  5. Monitoring behavioral change of youths and other groups benefiting from the HIV interventions.
  6. Establish linkages/ referral with other organizations for youths, the HIV infected and the general community with various needs.
  7. Participate in HIV prevention -related coordination/stakeholders meetings on behalf of the organization.
  8. Set targets and indicators for implementation and evaluation of the interventions respectively, determining quality of outcomes and prepare monthly reports.
  9. Disseminate and d i s t r i b u t e HIV/AIDS materials to target audience, to improve knowledge and understanding and motivate behavior change.
  10. Organize and facilitate HIV Testing and Counseling (HTC) services to the communities.
Qualifications
  • A Bachelor’s degree in Social/Health sciences or its equivalent

Social Support Officer

Feed The children (K) HIV/AIDS program requires a HIV/AIDS Social Officer to work in Mailwa & Maparasha in Kajiado Central District.

Duties and responsibilities:-

He/she will set technical direction for social support undertaken by the project, including the development of support groups.
  • Conduct baseline studies using participatory approaches to identify the number of persons as well as orphans and vulnerable children (OVC) afflicted and affected by HIV/AIDS so as to determine their capacities, available resources and coping mechanisms.
  • Develop and implement social support programs, work with Community Health workers and caregivers to provide counseling, home-based care and psychosocial support to persons living with HIV/AIDS (PLHIV) including orphans and vulnerable children (OVC) afflicted and affected by HIV/AIDS.
  • Provide leadership using participatory community methods to improve the communities’ understanding of HIV/AIDS and their role in care and support of the infected people.
  • Develop strategies to reduce or eliminate stigma and discrimination related to HIV/AIDS.
  • Develop training/ education on HIV/AIDS for the people infected with HIV, their families and the community.
  • Establish support groups and counseling services to provide individual and group therapy to the PLHIVs
  • Initiate Income generating activities for selfreliance
  • Encourage the youth to attend voluntary counseling and testing (VCT) to reduce risk behaviors aimed at decreasing stigma as more people know their HIV status.
  • Prepare periodic progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement
  • Identify and network with the relevant Government Ministries, local NGOs, CBOs and FBOs to enhance service delivery, referral and effective response to the beneficiaries.

Overall Objective

Working under the Country Director, the Area Manager is responsible for DRCs operations in Kenya’s North Eastern Province (NEP).

S/he is responsible for program design and implementation, security, support functions, personnel management, funding and budgetary functions.

Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC has been active in Kenya since 2005.

The Kenya Program provides services and support in the sectors of WASH, Livelihoods, Shelter/Construction, Protection and Relief to IDPs, Refugees residing in Kenya and the resident communities hosting IDPs and refugees.

DRC has operational offices in Nairobi, Eldoret and Dadaab implementing programs directly and in partnership with local and international NGOs.

Key Responsibilities:

Management: Lead strategic planning and program development and ensure that operations are implemented within DRC’s regulations and guidelines.

Tasks include:
  • enabling an effective team through result oriented management systems,
  • ensure programs are developed, implemented and evaluated within clear monitoring systems
Security: Ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRCs security framework.

Tasks include:

a) operationalizing DRCs security procedures, providing safety and security analysis, recommendations and follow-ups,

b) organizing for regular staff training on the use of security systems.

HR, Finance and Administration: Act as the line manager for all staff based in NEP and is responsible for ensuring a result oriented team.

Tasks include:

a) enable an effective team through mainstreaming performance based management systems,

b) ensure a diverse and skilled workforce through transparent recruitment processes.

Program:Ensure development of emergency programming that is efficient and accountable.

Tasks include:

a) ensure that programs are based on user-identified needs and resources of the targeted population, are well coordinated with other aid actors, address lessons learned and steered towards decreased dependency on aid as well as accountable to the persons of concern,

b) ensure that programs are user-oriented.

Qualifications

Essential
  • Advanced university degree in relevant field (relief, development, recovery) with at least 5-years relevant experience; or university degree and at least 8-years relevant experience; at least 3-years’ experience managing large-scale multi-sector programming.
  • Proven experience in strategy development and program design, monitoring and evaluation.
  • Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation.
  • Experience with UNHCR, ECHO, European Aid, and BPRM guidelines will be an added advantage.
  • Result-oriented management experience of a large, diverse and dynamic team
  • Practical and proven skills in negotiation and conflict resolution with a wide range of stakeholders
  • Experience in security/safety management in highly dynamic security environments is highly desired.
  • Excellent report writing skills is a must.
Preferable
  • Past experience in East Africa.
  • Experience in a refugee setting and knowledge of refugee issues.

Clinical Officer - (World Concern Development Organization)-Job in Kenya

Clinical Officer

The overall objective of this position is to facilitate achievement of the medical objectives to reduce morbidity and mortality by improving quality in Primary Health Care Services in Garissa County.

The position will be part of health care responses in the HARRP program forming a team that will oversee the design, evaluation and implementation of the health programs.

Minimum necessary qualifications:
  • Bachelor degree in the field of Finance/Accounting and CPA part II.
  • 3 years’ experience in a similar function preferably in an international NGO
  • Knowledge of donor regulations including but not limited to UNHCR, USAID,ECHO,WFP and UNICEF
Finance Assistant

Responsibilities:
  • Responsible for making payments in the office. Make sure that backup documentation for disbursements is duly approved and on file prior to making payments
  • Assist Finance Officer in preparation of year end audit schedules for IMC Kenya
  • Prepare and send Daily Cash Reports to Nairobi that includes both cash and bank balances.
  • Prepare monthly reports including input into ACCPAC and sending monthly batches to Nairobi by the last day of the month.
  • Assist Finance Officer with finance information related to asset and inventory list
  • Other relevant tasks as assigned by the supervisor.
