District Field Operations Assistants (DFOA)

Community Empowerment and Institutional Support Project (CEISP)

Introduction

The Government of the Republic of Kenya (GOK) has received financial assistance from African Development Bank (AfDB) towards financing a five year Community Empowerment and Institutional Support Project. The project objective is to empower poor community to access socio-economic services in order to reduce poverty.

The project is implementing two main components;

(i) Capacity building,

(ii) Institutional support in 107 districts.

The Ministry wishes to recruit suitable candidates to fill the posts of District Field Operations Assistants (DFOAs).

District Field Operations Officer Functions

The DFOA will report to the District Development Officer (DDO) and perform the following duties and responsibilities under his supervision and guidance of the Project Coordinator:
  • Oversee and coordinate the implementation of project activities in their respective districts;
  • Prepare project annual work plan and budget in line with activities under each component, budgeted financial resources and schedule of implementation;
  • Regularly monitor and evaluate the implementation of project activities to ensure that its implementation progress is in line with approved work program and budget, expected outputs and outcomes;
  • Gather and compile data on project progress and performance indicators as outlined in the project Logical Framework Matrix;
  • Oversee the conduct of the baseline survey, beneficiary assessment studies and citizens or Community Score Card (CSC) surveys;
  • Prepare the quarterly project progress reports using standard format to be provided by the project implementation unit;
  • Supervise the works of consultants and contractors undertaking project activities both in capacity building and civil works;
  • Initiate and facilitate the conduct of training activities at district and constituency levels;
  • Share with and disseminate project information to all stakeholders (central government ministries, civil society organizations, private sector, local government, communities and development partners) in their respective districts;
  • Solicit the support and collaboration of the above mentioned stakeholders in order to build synergies, avoid duplication of activities and ensure their active participation in the implementation of project activities when necessary;
  • Provide technical backstopping to project target beneficiaries such as the Constituency Development Committees (CDF) to help them better access and effectively utilize project resources; and
  • Any other duty (related to the project’s activities) as may be assigned by the DDO.
Requirements and Experience

The suitable candidate is expected to have:
  • Knowledge of major developmental issues confronting Kenya and GoKs policies, priorities and approaches to address them;
  • Knowledge in managing results based development;
  • Good personnel attributes and team work;
  • Good advocacy, communication and negotiation skills;
  • Good command in the use of standard computer software packages;
  • Motivated and have the ability to work with minimal supervision;
  • Be fluent in English and Kiswahili; written and oral and good report writing skills.
Qualifications
  • A Bachelor’s Degree in Economics, Statistics and Mathematics (minimum, Lower Second Class Division) or equivalent from a recognized university. Graduate level qualification in the above subjects would be an advantage;
  • Have knowledge of project cycle with emphasis on activity based work planning, budgeting and accounting;
  • Work experience in decentralized development planning, participatory approaches and techniques or monitoring and evaluation will be an added advantage; and
  • Be a Kenyan Citizen aged below 35 years.
Terms and Conditions
  • A competitive salary commensurate with the responsibility will be offered to the successful candidates;
  • The position will be on a one year renewable contract, depending on performance;
  • Successful candidates should be ready to extensive field travel;
  • Qualified female candidates are encouraged; and

Company Secretary

Reporting to the Managing Director, the successful candidate will be responsible for advising the Corporation on legal matters and ensuring safe custody of all legal records.

She/he will provide secretarial services to both management and the Board of Directors.

Key Responsibilities
  • Provides legal advice to management and the Board to ensure statutory compliance with existing law and regulatory requirements

Manager Mills

She/he will be responsible for Plant Operations from production & production planning, procurement, marketing, maintenance, logistics to managing staff.

Reporting to the Managing Director, the Resettlement Implementation Unit Co-coordinator will be responsible for effective and efficient management of RIU program including program planning, implementation, coordination and supervision.

She/he will ensure effective communication and close engagement with the project – affected communities in addition to reporting according to project administration and M&E guidelines.

Qualification, Experience & Skills
  • Have a degree in Social Sciences or Engineering related field
  • Masters degree will be an added advantage
  • At least 15 years professional experience working with communities
  • Experience in project management with both management and financial responsibility
  • Versed with the Laws of Kenya, particularly those relating to property and good understanding of inter- relationships between Government institutions at all levels of Administration.

Community Liaison and Communications Officer

Reporting to the Socio-Economist, the position holder will manage and ensure successful implementation of field activities including household surveys, field observations and public meetings.

She/he will identify and advise the organization on the general development and social issues affecting the PAPs as well as vulnerable groups.

Under the direction of the socio-economist, she/he will take an active role in the design and implementation of interventions and collaborate with consultants hired specifically for this task.

She/he will supervise the case officers, develop a database of the project affected persons and submit progress reports on a monthly basis.

Qualification, Experience & Skills
  • Degree in Social Sciences preferably Sociology or Psychology
  • Postgraduate qualification will be added advantage
  • At least 5 years professional experience in community based projects or Community based organizations.

A. Requirements for Appointment

1. Chairperson of the Commission

For appointment as Chairperson, the applicant should:

(a) have knowledge and at least fifteen years experience in matters relating to human rights and gender;

(b) hold a degree from a university recognized in Kenya; and

(c) meet the requirements of Chapter Six of the Constitution.

2. Member of the Commission

For appointment as member of the Commission, the applicant should:

(a) hold a degree from a University recognized in Kenya;

(b) have knowledge and at least ten years’ experience in matters relating to any of the following fields:

(i) law;

(ii) public administration;

(iii) economics;

(iv) gender and social development;

(v) human rights;

(vi) management; or

(vii) social sciences;


(c) have had a distinguished career in their respective fields; and

(d) meet the requirements of Chapter Six of the Constitution.

A person shall not be qualified for appointment as the Chairperson or Member of the commission if the person:

(a) is a member of Parliament or a County Assembly;

(b) is a member of the governing body of a political party;

(c) is a member of a local authority;

(d) is an undischarged bankrupt; or

(e) has been removed from office for contravening the provisions of the Constitution or any other law.

B. Duration of Appointment

One six-year non-renewable term.

(iii) Remuneration and benefits will be as set by the Salaries and Remuneration Commission.

Duties and Responsibilities
