Consultancy to Undertake a Vulnerability and Resilience Study in the ASALs of Kenya

Introduction
The ASAL Alliance seeks to address the scale and magnitude of the need in the Arid and Semi-Arid Lands (ASALs) in Kenya together with the Government of Kenya and the broader contribution of National and International Civil Society through promoting an increasingly coordinated country-specific response in line with the Ending Drought Emergencies Strategy and the Horn of Africa Plan of Action.
The ASAL Alliance seeks to engage in short-term responses as well as strategic resilience activities and advocacy that addresses and improves the household, community and national capacity to deal with shocks and stresses.
Purpose
The purpose of this consultancy is to provide an evidence base on the nature of household (HH) & Community vulnerability and resilience, with a focus on adaptive capacity, to improve future intervention planning in the ASALs of Kenya.
Objectives
Using the DFID Resilience Framework as a framework for defining and analysing vulnerability and resilience the consultancy will conduct an in-depth desktop review of current research in the ASAL counties of Mandera, Marsabit, Turkana, Garissa, Wajir, Samburu and West Pokot to answer the questions below and identify any gaps in existing research.
  1. Household vulnerability – Who are the vulnerable households in the seven counties, what are their characteristics, and where are they located?
  2. Household and community risk management, coping, and adaptation strategies – What are risk management strategies that households use, are they changing and if so in what way, how effective were/are they, and will they be effective in the face of future shocks? How do communities and local officials manage risk and respond to shocks?
  3. Successful/promising development practice– In lieu of widely accepted measures for resilience, what does it mean for a program to have built resiliency, how did it do so, what promising/scalable practices exist? What practices harm resiliency and how did the development community do in the most recent drought?
  4. Areas for further research – What areas of research lay outside of the SoW that could help the development community ask additional questions to answer the challenge of resiliency?
Timelines:
The consultant will propose a timeline with a Final Report prepared by 30 November 2012. It is expected that the research will be conducted concurrently in the six counties to meet the proposed deadlines.
Selection Criteria:
  • Knowledge of and experience in the ASALs
  • Demonstrated understanding of community resilience and an integrated livelihoods approach through provision of adjusted SoW with more detail on type of analysis to be provided
  • Experience in working with communities in scenario planning, vulnerability assessments, etc.
  • Demonstrated understanding of the Government of Kenya
  • Experience of working within pastoralist and/or drylands programmes
  • Ability to meet proposed timelines

Action Africa Help International (AAH-I) is an International African Non-Governmental Organization that has been working in South Sudan for the past 20 years.
AAH-I was initially registered in Munich, Germany, and following a devolution process was registered in Nairobi, Kenya in December 2003.

AAH-I is seeking technical support services from a competent consultant to review the 2008 – 2012 Strategic Plan and based on the review, develop the 2013 – 2017 Strategic Plan.
Objective The main objective for commissioning the consultancy is to review the current Strategic Plan and develop the next 5-Year Strategic Plan that will guide the organization in the countries of operation.
Expected Output
The AAH-I management is commissioning a short term consultancy to develop a strategic plan for the organization which will guide the future development of the institution to provide quality services to the communities in the AAH-I project areas.
The main expected output is a Corporate Strategic Plan for AAH-I detailing the strategic programmes to be implemented in all countries over the next 5 years (2013 – 2017) in 10 hard copies and RW-CD copy made available within a week after the end of the workshop.
Methodology
The preferred method for the development of the strategic plan is a 2- 3 days participatory workshop of the AAH-I senior management team and other important stakeholders.
The process is expected to be facilitated by the consultant who will provide leadership, bear responsibility for the process, and put together the workshop deliberations into the final document – the Strategic Plan.
Consultant specifications:
We are looking for a consultant with proven experience and technical expertise in strategy development especially with INGOs and with a focus on transformational strategies for programs in conflict and post-conflict situations.
Identification of a suitable consultant will be based on competitive bidding Scope of Work:
The consultant’s work will include but not be limited to the following:
  • carry out a document review of existing AAH-I Corporate Strategic Plan and the Country specific Strategic Plans and other related information; carry out a desk review of key policy documents of Countries of operation in the thematic sectors; carry out consultative meetings with key informants and stakeholders prior to the workshop where considered very necessary.
  • Facilitate through a participatory process the review of the current Corporate Strategic Plan (2008- 2012), looking at the Vision & Mission; the strategic objectives; the salient achievements; the important lessons learnt; the drawbacks; organizational structure in terms of overall governance and management etc.
  • Facilitate 2-3 days strategic planning workshop
  • Draft and submit (in compatible Word) a comprehensive Corporate Strategic Plan Draft1 for comments before finalizing the document.
  • Compile a final Corporate Strategic Plan (2013 – 2017) in 10 hard and soft copies in compatible Word by 21 September 2012.
Evaluation Timetable
  • The assignment will take place over a period of 2 weeks from 3rd – 14th September 2012 with the final document delivered by 21st September 2012.
  • The selected consultant will propose his/her detailed activity plan for carrying out this exercise.
  • Compensation for this assignment
  • The consultant will be paid an agreed upon lump sum amount for this assignment.
  • The fee will cover professional fees.
  • Travel and hotel expenses including workshop expenses will be covered directly by AAH-I. Any other reimbursable costs will be discussed and agreed to in advance.
  • The consultant will submit an invoice for completed and acceptable work.
  • The consultant will also be responsible for any tax liabilities accruing from this assignment.

6. Ensure all tickets are authorized for by the client. Any ticket sent to accounts without an L.P.O or letter of authority by the clients will not be invoiced. If sent with fraudulent authorization then the you will be personally held accountable even if is after your departure from our employment.

7. Ensure going through the queue messages and advise clients on the status of bookings

8. Do quotations to clients ensure they are properly typed/pasted and call/chat all clients to ensure they have received their emailed quotations

9. Ensure the quotations are responded to immediately incase of delays then advice the client the intention to do so.

10. Send any cash paying clients to accounts office for receipting.

11. Cancel all cancelled tickets on the computer system, punch them and forward them to accounts with the attached cancellation slip.

12. Ensure that we are updated on all current fares from the airlines.

13. Ensure you seek authority for all discounts to clients especially walk ins who are not within our approved levels of discount in our systems

14. Ensure all un-needed bookings are cancelled in the system to avoid no show fees. 

15. Do a daily sales report and forward to the relevant accountant on a daily basis.

Must have account they can walk in with and in addition to accounts to be allocated to be able to generate minimum 10,000,000 sales a month within 6 months.

Minimum experience 4 years in a busy office, have relevant education to the position and a computer literate

Background

Kenya Sugar Board has lately been inundated with very many applications seeking authorization for new sugar projects all over the country. Such request have often taken longer than expected to process due to reliance on information from records which are based on outdated data and often not easily accessible.

This problem is particularly acute for areas in the coastal region which has low sugar crop development, except in the south coast. Therefore a need has arisen for collecting and collating current information in easily retrievable form that will provide information on the general profile of the potential of the sugar industry in the Coastal Region with pointers to what facts would be required to be known in detail in order to exploit this potential.

The Government is committed to expansion of sugar production in the country as part of Vision 2030 objectives, hence the need for a feasibility study to be undertaken in the Coastal Region. It is considered that a baseline study to establish the full potential for a sugar crop industry in the region would provide requisite information to guide investors and government in the development of specific projects.

Objectives

The main objectives of this study will be to:
  • Provide information for setting up a sugar business that may be required by an investor,
  • Establish the Socio-economic-political profile of the project areas in the region,
  • Establish products demand and supply conditions in the sugar industry,
  • Review agricultural potential, including irrigation.
  • Provide an analysis of the potential for sustainable sugar crop businesses,
  • Indicate the human and other resource requirements,
  • Provide pointers and references to further study areas.
Scope

The scope of work includes:-
  1. Put into perspective, the place of potential sugar project in the current National Development Policies and Strategies, including Vision 2030, Ministry of Agriculture and Sugar Industry Strategic Plan.
  2. Analyze the physical, political, agricultural, industrial and socio-economic business environment in Kenya,
  3. Carry out Baseline surveys on the socio-economic attributes of the potential project areas,
  4. Assess the agricultural potential for a sugar crop industry and Identify risks to such sugar projects,
  5. Identify and analyze options against other competing agro-industries,
  6. Analyze the benefits of such sugar projects, their attributes and comparative advantages over alternatives projects,
  7. Modify and present Final study report in consultation with the Board and other stakeholders in accordance with the work plan prepared by the Consultant.
The Board now invites interested and eligible consulting firms to express their interest in undertaking this assignment.

Interested firms are required to meet the following minimum qualifications on which they will be evaluated on:-

1. Submit a relevant company profile, evidence of registration, business permit and tax compliance certificate.

2. Firms should demonstrate the following which they will be evaluated on:-

a) Provide information indicating that they are qualified to perform the services including but not limited to:-
  • Description of similar assignments recently undertaken within the last five (5) years with appropriate references. The consultants should include names and references of clients including contact persons that can be checked by KSB.
  • Availability of appropriate skills among staff. Curriculum Vitae of the personnel with details of relevant academic and professional qualifications, and experiences.
b) Proof that they are a financially sound entity, by providing audited financial statements for the past two years.

Consultants will be selected in accordance with the procedures set out in the Government of Kenya procurement guidelines and Request for Proposal (RFP) will be issued to only shortlisted firms or consortium of consultants.

DSW Kenya and her partners, St. Luke’s hospital - Kaloleni, St. John Ambulance and Mathare Youth Sports Association (MYSA) through financial support of the European Union was awarded a 2 year grant to implement a safe-motherhood programme dubbed “From Policy to Action, safe-motherhood and reproductive health services for young women”.

Purpose

Develop training modules for the Strengthening Rural Youth Development through Enterprise (STRYDE) program, a regional youth enterprise development program designed to enable 15,000 rural youth aged 18 to 30 to have a more successful transition into economically independent adulthood, increasing their opportunity, ability and motivation to engage in income-generating activities.

The training modules created will be part of a 3 month training program delivered to rural youth by rural youth trainers across East Africa.

TechnoServe is seeking applications from interested and qualified consultants to design individual modules, which will be 12-16 hours in total and delivered as 3-4 hour sessions. All finalized modules need to include facilitator’s guides, participant workbooks and appropriate learning materials including interactive activities and games.

The purpose of the 3 month’s training is to help youth develop skills and abilities that improve their income-generation potential over the long term, increase their ability to adapt and respond to ever-changing economic conditions with confidence, and ultimately help them to become active contributors and financially independent members of society.

The specific knowledge, behaviors and skills that each module will have are currently being identified in a needs assessment process which will be completed by November 30th 2011.

We are targeting to develop training for the following modules:
  • Personal Finance/Financial Education
  • Career Skills
  • Entrepreneurship
  • Farming as a Business
Curriculum Designers who are contracted for the work will participate in an initial 3 day design workshop, which will be facilitated by an Accelerated Learning Master Practitioner.

They will have the opportunity to enhance their curriculum design skills and to receive coaching from the lead STRYDE curriculum designers on the accelerated learning methodology, which leverages current research about the brain and learning, and will be used to develop the STRYDE training program.

During the workshop, as the accelerated learning design cycle and fundamental concepts are explored, designers will have the opportunity to apply this learning directly to the STRYDE modules they are developing. A rough outline of at least one module will be completed by the end of the workshop.

Activities and Deliverable Timeline
  • December 6-9, 2011- active participation in 3 day TechnoServe facilitated training design workshop in Nairobi
  • January 15th - submission of rough draft of first training module
  • 8 hours of distance coaching and feedback by lead designers
  • February 10th -submission of all final materials for first training module. This includes facilitator’s guides, participant workbooks and appropriate learning materials including interactive activities and games.
Note: Depending on the STRYDE program timeline the precise due dates of the draft and final module may shift. The final deadlines will be agreed with the consultant upon signing of the contract.

Requirements
  • Degree qualifications in business or agricultural-related studies required
  • At least 5 years of experience in education, adult learning, or working on capacity building projects;
  • Experience in designing training curricula for young adults aged 18-30;
  • International development experience, entrepreneurship skills, and experience working with youth training and/or mentorship programs preferred;
  • Excellent oral and written communication skills a must;
  • Strong interpersonal and collaborative skills required;
  • Ability to conduct effective training sessions;
  • Fluency in English and Kiswahili required;
  • Proven ability and experience working with teams will be an added advantage.
  • Willingness to travel internationally and ability to travel to remote rural locations in East Africa.

Request for Expression of Interest in Provision of Integrated Enterprise Resource Planning (ERP) Systems

Background

Lake Basin Development Authority was established by an Act of Parliament, Cap 442, 1979. The Act gives it the mandate to undertake overall planning, co-ordination, implementation, monitoring and evaluation of development projects and programmes in its area of jurisdiction. 

It accomplishes this mandate by utilizing the abundant resources in the region for socio-economic development.

The Assignment

The management of Lake Basin Development Authority intends to get the services of a competent and established Enterprise Resource Planning (ERP) solution provider to implement an integrated ERP that would automate key functions of the organization. 

The main objective of this assignment is to implement an ERP system that would be able to automate the key functions of the Authority and improve efficiency through service delivery to her esteemed customers. 

The system should be fully web enabled to facilitate access from remote locations within the lake basin region.

Scope of service

The scope of service will cover but not limited to implementation in the following areas: Weighbridge management, Logistics, Finance, Sales & Procurement Management, M&E Stock management, Transport; fleet management and HR & Payroll, Project management, Asset management, System Administration; Workflows for all relevant areas like procure to pay, leave management, clocking systems among others.

The management of Lake Basin Development Authority invites eligible firms/partnerships to express their interest in the above assignment

Criteria

Interested eligible firms must meet the following minimum criteria:

1. Submit company profile, certificate of registration and valid tax compliance certificate of the Kenyan registered ERP solutions providing company.

2. The Kenyan based company must have been providing ICT solutions for at least five (5) years and must provide audited accounts for 3 years. In case of partnerships, a letter of partnership is mandatory.

3. Demonstrate the ability, capacity and experience to undertake the assignment;

a) The local Kenyan company must have an annual turnover of over KES 100 million

b) Give reference letters of at least five (5) corporate clients where you have implemented ERP with at least over 50 systems users and detailing the modules implemented. At least one of the clients must be in Africa

c) Proof of ERP implementation for a large multidisciplinery Organization.

d) Provide signed CVs of key personnel with relevant software and hardware competence proposed for this assignment. At least three of the staff must have the relevant software competence in various operating system platforms and must have participated in some of the references indicated. In addition must have local certified staff for after sales support.

e) Capability of the system to import & export data/information from the existing systems and integration with other sub-systems. It should also seamlessly integrate with MS office application tools

f) An authorized letter from the global vendor for the proposed solutions

g) Documented product development plan for next 5-10 year

4. Litigation/arbitration history for the last five years i.e. indicate a summary of complaints/suits filed touching on you or relating to assignment carried out by yourself/ves.

5. Solution must be able to run on modern operating Systems and database platforms

6. Software must have multiple after sales support partners in the Eastern Africa Region.
