The Regional Centre is based in Nairobi and is mandated to provide leadership and support to the Oxfam country programmes in delivering their strategies within the context of programme quality, and efficiency. REGLAP is a Consortium that works in three countries – Ethiopia, Kenya and Uganda.

REGLAP is housed in Oxfam’s Regional Centre and seeks a Communication Officer who will provide communication support to the REGLAP consortium members and raise awareness about REGLAP’s work nationally and internationally, find creative ways using communications tools to influence decision makers and bring key messages to the agenda, and act as communications and information focal point to the whole of REGLAP.

The role
  • You will produce a bi-monthly e-bulletin of good practice and policy documents and key events for NGOs, donors, international organisations and governments.
  • Update the key information sources and gaps on dry land development and key statistics on dry land areas, actively seeking new sources of information.
  • Overseeing the design and printing of REGLAP materials including the bi-annual journal, technical briefs, good practice guidance, studies and policy briefs.
  • Manage the REGLAP webpage and it’s improvements in collaboration with FAO. Participate in discussions of the DRR website to ensure dry land good practice and policy materials are easily accessible.
  • Maintain and update contact lists for REGLAP partners, donors and government and e-bulletin distribution.

The person

  • Knowledge and experience of dry land issues in the Horn of Africa.
  • University degree (preferably in communications or journalism.

Skills and competence 
  • Knowledge and experience of dryland issues in the Horn of Africa.

  • Experience of editing and producing high quality communication materials: journals, policy and media briefs.
  • Experience of collecting good practice case studies of field practice and producing synthesise from studies/reports.
  • Experience of working with corporate communications processes, both internal and external.
  • Excellent, concise and clear interpersonal and written communication skills.
  • Working effectively with others, thinking and understanding and achieving results.
  • Excellent prioritisation skills and a proven capacity to undertake varied tasks simultaneously to tight deadlines.
  • A highly adaptable and flexible approach to work, with strong capacity to work with teams based in different countries.
  • A proven ability to analyse and synthesise large amounts of complex information.
  • Knowledge of methodologies for knowledge/information management, public relations and information dissemination, particularly new technologies.
  • Good computer skills and past experience, especially for commonly used software for word processing, spreadsheet, applying graphic design tools, production of quick domestic videos with most common programs, using assessment internet tools for quick surveys.
  • Working experience with international organisations or NGO(s).
  • Skills in self organisation to work effectively, with tenacity, proactively in critical information gathering, innovative approaches and supporting others.

Position: Community Mobilizer

ACTED Kenya is looking for an experienced self driven and a self oriented professional to fill the post of Community Mobilizers in Samburu, East Pokot or Turkana East regions.
Based in either one of the regions above, although able to move between regions as necessary, and reporting to the Project Manager her/his specific duties will include:
  • Carry out community mobilization and assist the team in capacity building activities with community members and elders.
  • Liaise with communities, beneficiaries, and local authorities.
  • Carry out beneficiary identification, selection, training, development activities and sensitization as needed or requested.
  • Carry out daily implementations of field activities.
  • Work with ACTED management and support staff to comply with rules and procedures.
  • Assist with weekly and monthly planning and reporting to the project manager.
  • Keep theproject manager regularly updated on all issues related to the project activities.
  • Supervise and ensure correct and accountable documentation of all activities, including checking attendance sheets, stock reports, meeting minutes, along with ensuring that all necessary amounts or signatures are collected.

Qualifications/Skills Required
  • A higher diploma in Social Work, Community Development or a related field/ discipline
  • Owning a certified motorbike licence, or making a commitment to getting one before starting work will be a clear and distinct advantage.
  • Good reputation within the larger community.
  • Experience with grassroots initiatives in rural areas/ASAL
  • Experience with participatory community development principles and practices preferred.
  • Experience in CMDRR, PFS, VICOBA, or CfW is an added advantage
  • Capacity to live with minimal comfort on occasional basis (e.g. camping in communities)
  • Ability to show initiative and function effectively in loosely structured, complex work environment that is constantly and rapidly changing
  • Patient and optimistic approach to problem-solving, good communication and facilitation skills
  • Ability to carry out responsibilities independently with minimal technical support from within the program organization; ability to identify the gap and address them
  • Ability and willingness to work cross border with other communities in instable and potentially dangerous areas.
  • Good oral and written communication skills
  • English & Kiswahili fluency are minimum requirements. Fluency in either Pokot, Samburu& Turkana local languages is a must. Knowledge of more than one of the languages mentioned or with all the three languages an added advantage

Academic Qualifications:-

Bachelors degree in Finance/Accounting or other business related degree with over 5 years experience

Knowledge of major donor regulations, procedures and requirements with demonstrated ability to exercise basic financial oversight of grant.
Previous experience in project management is an added advantage

Participate in the Design, data collection and analysis of surveys and routine data
Support end of Project Evaluation focusing on M&E aspect of projects close out
Participate in innovative and standardized research
Spearhead and coordinate the development and timely submission of monthly reports for the donor, as well as other required reports by synthesizing the project activity reports from all the project activities.
Track progress of Project implementation and make recommendation to the Management
Synthesize, analyze data and write summary reports by program based on the M&E results and provide a monthly M&E report to the project manager
In accordance with donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly, and annual project reports
Ensure evaluations of trainings and outreach activities are conducted and reports written and submitted to the Project Manager and the relevant persons
Participate in the training of Healthy Choices facilitators and Family Matters Programs
To work closely with M & E colleagues to design activities to strengthen the capacity of ICL staff in Project M&E methodologies through provision of technical support e.g. skills assessment, training and appraisals. Hence, the M& E Officer will be expected to conduct internal capacity-building programs for ICL staff on Monitoring & Evaluation.
Execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning.

Training in Public Health would be an added advantage
Experience in donor-funded projects
Demonstrable experience in performing statistical analysis and interpreting results correctly
Excellent command of computers and statistical software, especially experience with MS Access and SPSS or STATA. Ability to manipulate large data sets.
Ability to work independently and to take initiative
Service-oriented attitude towards work-- providing positive and timely feedback to colleagues and staff of partner institutions
Excellent verbal and written communication skills in English, including the ability to present materials in meetings and at conferences and to write project documents (including evaluation design plans, results frameworks, data collection and data analysis plans, and progress reports)

Emergency Health Technical Advisor, Southern Somalia Area Representative and Human Resources Assistant -(Save the Children )-Jobs in Nairobi Kenya

Emergency Health Technical Advisor

Job Purpose:

In order to better coordinate and provide an advisory role to the emergency health support programme to Somalia/Somaliland, Save the Children requires a high level technical support, coordination and guidance through provision of guidance to managers and staff involved in managing and/or implementing emergency health project.

This support includes, among others, identifying opportunities for funding and learning through networking with donors and other agencies.

This is an international post based in Nairobi.

While working from Nairobi, the post-holder will be required to provide support to the emergency health team remotely and may travel to Somalia (Puntland, Somaliland and Mogadishu for the south), for short monitoring and support visits.

Barring security clearance to travel to central Somalia, the health technical adviser will be requested to travel
to Somaliland on a regular basis for support, monitoring and management meetings with the CSS health team.

Area Representative - Southern Somalia

Job Purpose: The Food, Income, and Markets Programme established an operations research project in 2010 to define and test indicators of humanitarian crisis in urban informal settlements. 

This was borne out of the need to monitor conditions in urban slums and be able to identify and target populations in crisis with humanitarian support. 

The first two years of the project has collected extensive evidence for the performance of various indicators and resulted in an indicator framework which the project is now seeking to operationalize and scale-up in major urban centers. 

The Project Coordinator will therefore lead the design and development of the research as well as manage all aspects entailed in its roll-out/implementation as the project looks to expand its coverage and partnerships. 

Recognizing the key technical competencies in research design and implementation, the Project Coordinator will also act as an advisor for all operational research being undertaken in Concern Kenya. 

Specific responsibilities will include: 
  • Lead the development and roll out of the indicator framework including research design, implementation and dissemination 
  • Work with other partners to adopt and test the indicators framework in their working areas to create an urban surveillance system and provide technical support to these partners across Kenya. 
  • Establish and guide technical expert panel to advise on overall approach and specific research queries related to the work 
  • Ensure all necessary ethical and official clearances obtained/extended in a timely manner 
  • Develop and manage partnerships with appropriate research institutions as well as NGOs/CBOs involved in the work 
  • Co-chair the technical working group on assessment and measurement under the Urban Vulnerability Forum taking a leadership role in coordination, partnership building, and raising the profile of the project. 
  • Lead the data management and analysis process for the surveillance system 
  • Oversee the process of indicator refinement and revision with partners and other stakeholders as necessary 
  • Document findings and learning for dissemination 
  • Prepare articles for publication in peer reviewed journals, conferences and other appropriate forums 
  • Participate in appropriate technical working groups at national and international levels, feedback on surveillance activities to these bodies
Main Duties & Responsibilities: 
  • In addition to the above, provide technical guidance and oversight to all Concern Kenya operation research, directing research design, selecting lead investigators and reviewing results. 
  • Build the capacity of the relevant staff within the FIM Programme on analysis and management of data aimed at enriching and directing the urban programme, including informing learning documents
  • Be the custodian of the Concern Kenya Research Plan reporting progress at biannual Country Management Team meetings 
  • Develop within the Concern programme staff tools and techniques in evaluation and learning
  • Undertake any other duties as may be assigned by the Assistant Country Director 
  • Written reports for quarterly assessments and evaluations

Responsibilities and Duties
  • Compile and file all key project documents related to financial, logistics, administrative, and programme information in the designated project FLAT (Finance, Logistics, Administration Team) folder. During this time the Compliance Officer should ensure that all FLAT folders are duplicated (photocopied) regularly with any arrival of a new document and sent to HQ on time.

  • Conduct a monthly market-price survey of the materials/services identified the current country market basket (frequently procured items/services).
  • Facilitate and report compliance of all Audit recommendations/Action plans under the authority of the Country Director and provide accurate feedback immediately.
  • Comply with the Audit Department Code of conduct.
  • The FLAT/Compliance Manager is responsible for preparing a monthly FLAT report summarising the compliance status of on-going projects and reporting on compliance tests performed in the previous period.
  • Facilitate the preparation of external audits in coordination with the Country Director and ACTED Compliance department at the Head Quarter in Paris.
  • Conduct internal Compliance reviews ensuring that Organizational procedures are being consistently followed and prevent fraud risks.
  • Report the updates of the FLAT situation for all projects during the country FLAT meetings
  • Alert in a timely and diplomatic manner of any compliance problem or fraud identified.
Required Profile
  • A Degree in Commerce/Business Administration (Accounting/Finance Option) from a recognized University or equivalent preferably pursing ACCA professional Stage or CPA Part 3
  • Proficiency in Microsoft Office software package is a must.
  • A minimum of 2 years experience in a similar position is desired.

  • Ensuring the safety of skilled and unskilled labour during construction phase;
  • Supervising the pump mechanic during repairs and installation of pumps;

4.  Community Managed Disaster Risk Reduction Officer (East Pokot, Samburu County)

Duties and Responsibilities:
  • Manage ACTED’s DRR Activities;
  • Facilitate the group action planning process and identify the appropriate learning activities to be integrated;
  • Establish the DRR Unit’s work plans according to the projects schedules;
  • Carry out ground working activities in preparation for the selection of beneficiaries and subsequent establishment of Community Disaster Management Committees (CDMC);
  • Select CDMCs following criteria agreed by ACTED and the communities;
  • Guide CDMCs to put in place and regularly update the appropriate records and reporting formats where necessary;

About the position

ICRAF seeks to recruit a candidate for the position of Senior Scientist: Capacity Development to be based at its headquarters in Nairobi, Kenya. Reporting to the Deputy Director General responsible for Partnerships and Impact.

The incumbent will provide leadership in the following key areas which are illustrated in ICRAF’s capacity development strategy:
  • Assess partner needs and identify capacity constraints;
  • Develop and implement intervention programmes and projects for agroforestry capacity development (including methods and tools for assessing success/impact);

World Concern has been present in South Sudan since 2005 and currently has offices in Juba, and Warrap and Western Bahr el Ghazal States. 

Current programming in South Sudan is aimed at helping communities to become self-reliant, attain food security and alleviate poverty. 

The Sustainable Economic and Agricultural Recovery (SEAR) program aims at fostering sustainable reintegration and economic development of returnees and their host communities in the larger Gogrial area of Warrap State. 

This is planned through improved access to food through enhanced food production and increased access to affordable financial services and productive assets.

Job Description
 
Position: Assistant Program Manager, Sustainable Economic and Agricultural Recovery (SEAR) Program
 
Start Date: As soon as Possible

General Position Summary

The SEAR program operates in the counties of Gogrial West and Gogrial East in Warrap State. 

Reporting to the SEAR Program Manager, the SEAR Assistant Program Manager (APM) is responsible for the oversight of assessments, program coordination and development, overall implementation of activities and supervisory and managerial responsibility of program staff in the Gogrial East area of the program. 

The APM will be expected to provide leadership in the achievement of the program objectives and quality programming by ensuring innovativeness in the implementation of the program, robust community participation, coordination with other development activities carried out by World Concern in the region, and with other agencies including the UN, local government, private sector, and local and international NGOs.  

The various SEAR program objectives include development of agricultural skills and production techniques, development of fisheries programs, value-added product development, establishment and growth of microfinance groups, business development training, and a vocational training program.  

Responsibilities of the APM will include both the development and enhancement of ongoing programming and the initiation of new interventions.

  • Experience in highly volatile security situations and a commitment to team safety. Able to strictly follow security protocols.

While the three other Oxfam affiliates will continue to manage their country programmes in accordance with the common strategy, you will have direct line responsibility for the management, development, and implementation of Oxfam GB’s part of the programme.
  • You will ensure that appropriate systems are in place to manage the significant security, brand, financial, and administrative risk in Ethiopia, ensuring good relations with donors and will represent Oxfam at high level.
The Person
  • You are an exceptional leader committed to Oxfam values and to the success of the Oxfam International programme.
  • With outstanding analytical skills that enable you to constantly adapt to an ever-changing context.
  • You have proven strategic and operational capacities in highly complex environments and have substantial years of experience working in developing countries, having assumed, at least during two years, senior management functions.
  • You can demonstrate very strong people management skills and an interest in staff health and safety, as well as national staff development.
  • You are used to multi-cultural environments and have a strong commitment to issues such as gender and HIV/AIDS.
  • You are not foreign to distance management, and you have the necessary diplomatic skills to facilitate a good working relationship within the Oxfam family.
  • You are highly creative and adaptable, a self-starter and a fast-learner with strong ability to communicate easily toward the outside with a wide range of audiences.
