Position Summary:
Pact is seeking an Institutional Strengthening Advisor for USAID’s 5-year Institutional Strengthening Project, Fanikisha.
The Fanikisha Project is a new 5-year Institutional Strengthening Project to be funded by USAID.
The project will seek to strengthen the technical and institutional capacity of National Civil Society Organizations (CSOs) in Kenya to enable them to be responsive to the health sector needs and well being of Kenyans.
This project will also strengthen the national level Kenyan NGOs, CSOs and / or CSO networks to provide national level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.
Overall Responsibilities
The Institutional Strengthening Advisor leads in the provision of organizational capacity development support and coordinates all technical assistance provided to designated CSO organizations.
S/he collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs.
He or she will be seconded to work with the CSOs / NGO and FBO partners to assure that service sites have the staff and technical support necessary to sustain the delivery of quality services and to build a network of highly functioning CSOs as part of a national strategy to empower communities and strengthen their role in health service delivery.
The Advisor will contribute to developing of capacity development standards and participate in periodic seminars and conferences to share and disseminate experience among key actors in the public, CBOs/NGO/FBO, and the private sectors on best practices related to Strategic Planning, Governance, HR, Resource Mobilization, Financial Management and Advocacy.

Specific Duties and Technical Responsibilities:
- Conduct Management Control Assessments (MCA) in local sites and with CSO teams, addressing questions of governance, financial and oversight structures, and effective partnership with local and international collaborating CAs and NGOs over the course of the project during for respective CSOs.
- Conduct Organizational Capacity Assessments (OCA) to identify areas for organizational support and develop comprehensive Institutional improvement plans.
- Provide technical assistance (TA) through a range of methods not limited to mentorship, organizational systems & policies development, or trainings to CSOs in operations systems, financial management, human resource management, leadership and governance, and continuous quality improvement.
- Collaboratively develop CSO capacity development standards and facilitate their usage and update by CSOs.
- Gather data and consolidate all IS related information about the designated CSO for reporting and sharing via periodic seminars, conferences and Market place. To share and disseminate experiences among key actors in Kenya, in the public, private, and civil society organizations.
- Collaborate with Advocacy Advisor in supporting the CSO to initiate and maintain an advocacy and dissemination program for guiding the national CSOs plans and policy in health.
- Strengthen CSO resource mobilization capacity and support in development and implementation of their long-term business plans.
- Collaborate with M& E Advisors, Financial Management Advisors and Grant Manager to support capacity development of assigned CSOs.
- Work with Deputy Chief of Party to consolidate all IS related tools and information required to discharge duties and IS support. Remain up-to-date with latest methodologies, best practices, and donor requirements alongside documentation and dissemination of best practices.
- Other duties as assigned by the Deputy Chief of Party.
Minimum Requirements
- Master’s Degree in field(s) relevant to fulfillment of the duties and responsibilities as described above.
- At least five years of experience directly working with Kenyan CSOs and NGOs, especially in the health sector.
- Experience adapting capacity development tools to various contexts.
- Demonstrated technical competency and knowledge of organizational and capacity development .
- Creative thinker, energetic team player with good planning skills.
- Ability to work in partnership with team members, partner agencies and senior or middle level staff in different organizations.
- Excellent written and oral communication abilities.
- Strong computer (word processing) literacy.
- Willingness to travel extensively in Kenya.
